This Memorandum seis out all the main points of agreement between the Hong Kong and United States Governments in relation to exports of cotton textiles from Hong Kong to the United States during the third year of the Arrangement. It is recognized, however, that there may still be differences in minor points of procedure or operation and it is agreed that these should be dealt with, as they arise, by discussion and exchange of correspondence between the Commerce and Industry Department, Hong Kong Government and the United States Consulate General in Hong Kong.
