The latter is puvely presentational point & does not affect the principle that we consider the instrument to be a fully binding beaty once we have consented to its registration.

of to register. if It will be difficult to refuse registration of those instruments are substantially similar in form to those previously registered. If Hong Kong are against registration & you support their view, they might consider ceasing to express any voluntary undertakings in the form of bilateral agreements. In that way, they would not even be regarded by the U.S. State Dept as registable, agreements. would settle
I am not me, however, that the U.S. auth wities for less then a proper agreement.
