Many thanks for sending me copies of your memoranda numbers 141 and 143 reporting the outcome of the last session of the Spocial Committee.

As usual your reports are prompt, comprehensive and readable, which is more than I can claim for mine. However on this occasion there are a few comments I should like to offer.

3. In paragr ph 7 of number 141, you suggest that the question of parallel action by ldo's was not discussed. This was covered in the section on institutional arrangements, where you will see that within the terms of reference of the periodic reviews is

(a) Review complementary efforts made by developing countries to utilise as fully as possible the benefits from the potential trade advantages croated by the gront of special tariff treatment".

This topic was not in fact designed to cover the exchange of preferences between developing countries. The OBCD countries heant no more than a reference back to the final paragraph of Part 2 of the Report of the Special Group of Four on the type of measure which beneficiaries should themselves take if they were to benefit fully from the scheme. The developing countries were also rory enxious to know what we meant and this was the explanation given. Every one appeared to be content that the question would be on the agenda of the annual reviens.

^. In paragraph 16 (2) you refer to harmonisation of rules of origin. I think this has never been any more autainable then harmonisation of the schemes thesolves. The objective now is to achiove common rules between all the Brussels Homenclature countzice. Switzerland and the Nordic Group are most active in promoting this but we are ready to go along with it. We hope that at the very 13257 all the donor countries will agree a common practice on some matters such as certificates of origin and developed country content.
