was really concerned with problems that
did not arise directly from the negotiation
such as world trading arrangements
generally and the tendency to increased
protectionism. In particular, if Hong Kong
were left out of the generalised
preference scheme whilst her main
competitors such as South Korea and Taiwan
were included there would be a
serious problem of discrimination against
Hong Kong. If the Community could adopt
a helpful attitude on this point it
would go a long way to meeting
Kong Kong's problems.

Australia, as/a
developed country, was an entirely
different matter. He had told the
Australians that he thought a transitional
period should be adequate to/deal with
any difficulties they might have.. New
Zealand on the other hand was a different
problem again. We saw no immediate prob-
lem on lamb. They could probably
overcome the 20% CET.without great
difficulty. But non-tariff barriers were
the greatest problem in the world today
& agreement and he hoped for some indication [that
Some special/arrangements would have
to be made/to deal with New Zealand
dairy products. This was really a
