Visit of Mr. Marshall Green:

Hong Kong and the Generalised Preference Scheme

Washington telegram No.3267 recommends that the adverse

political effects of the exclusion of Hong Kong from Generalised

Preferences should be stressed to Mr. Marshall Green, American

Assistant Secretary of State for Asian Affairs, when he visits

London on 11 November.

There is already a full agenda for meetings with Mr. Green

for both the morning and afternoon of 11 November. In view of

the importance of taking every opportunity of trying to get the

Americans to include Hong Kong in the GPS, it is recommended that

Sir Stanley Tomlinson should speak to Mr. Green about Hong Kong

during the luncheon which he will be giving for him on 11 November.

3. A brief is attached which has been agreed with Trade Policy

Department and Far Eastern Department.
