You should see the attached memorandum of

2 November from Mr. Jones in Geneva to the Hong Kong Government. I must say that I have some doubts about the wisdom of Mr. Jones' entering into this sort of detailed discussion with an official of the Commission at a point in time when we are about to have talks with the Governor of Hong Kong and his officials on the complex of questions arising from the enlargement negotiations, including Generalised Preferences.

2. On the other hand Mr. Jones has floated previously with M. Tran various detailed proposals for special treatment for Hong Kong under the GPS; and how much do M. Tran's views matter anyway? I am quite confused as to who in the Commission speaks with an authoritative voice on this question everyone seems to blame the intransigence of the Six/Commission on someone else.
