It seems to me that this might work if presented at very high level, or perhaps if presented with appropriate subtlety and non-attributability in the (Japanese ?) press. Anyway, if you think it worth trying you will no doubt seek advice from the Embassy in Tokyo and elsewhere on how to achieve the right impact.
