Please see the attached record of this discussion which took place in New York on 21 October. You will see that US Trade Policy was touched on as well as the position of Hong Kong under the Generalised Preferences Scheme.

2. On the latter I simply do not understand Mr. Sato's remark to the effect that most of the difficulties for Japan in Hong Kong's inclusion were "because of Hong Kong's tariff arrangements" The other reasons adduced by Mr. Sato also seem very dubious. If what Mr. Sato said reflected oficial briefing then possibly the Embassy in Tokyo should be given counter-arguments to use with the Japanese. This could call for a telegram since the Embassy in Tokyo are hoping to have an early discussion with the Japanese on this subject.
