When the Hong Kong Delegation was here for

discussions at the end of November the Governor

pressed, in view of the EEC's decision to exclude

textiles and shoes from its generalised preferences

scheme offer to Hong Kong, that the UK should urge

the EEC to exclude textiles and shoes from its offer

altogether. In the course of the discussion UK

officials explained the difficulties in the way of

such a course of action but the Governor said he

could not accept these arguments. When he summed up

Mr. Bottomley said that the decision on this matter

must rest with Ministers, but that officials would be

reluctant to advise Ministers to take such action with

the EEC.

Recommendation

2.

I recommend that we do not take action as

proposed by the Governor. Hong Kong and Trade Policy

Departments agree.

3. The Community Working Group which has been

studying the possibility of including Hong Kong in

the Community's generalised preference scheme as recently reported to Bermanent Representatives.
