Generalised Preferences:
Hong Kong
At a meeting in Mr. Hughes room in the Board of Trade last week it was proposed that a personal message should be prepared from the Secretary of State to Mr. Aichi in order to apply further pressure to the Japanese to include Hong Kong in her offer under the Generalised Preferences scheme. Mr. Combs has instructed me to prepare a draft which I now enclose.
2. I should be grateful for your further comments, preferably today. I shall then need to clear the draft with the Board of Trade.
3. I have been in touch with Mr. Perceval in Paris where he is currently attending an OECD meeting on the Generalised Preferences scheme. He tells me that nothing substantive has happened there on the question of beneficiaries. But, in discussion in the corridors with the Japane se our delegation formed the view that we would do better to concentrate on the political rather than the economic arguments in further approaches to the Japanese. This I have attempted to do in the
attached draft.
