Generalised Preferences
Paragraph 4 of Sir D. Trench's telegram to FCO
No. 602 suggests that HMG should make a forthright
declaration at the current series of meetings (OECD
and UNCTAD) to the effect that "were other major
donors to exclude Hong Kong, this would necessitate
a major review of the UK offer in regard both to
beneficiaries included and products covered."
The
