Special Committee on Preferences

The Special Committee began the resumed part of its 4th Session this morning. Reed (Norway), the Spokesman for Group B, made the statement agreed in the OECD which you already have. There were also statements on behalf of individual Group B donor countries which will be continued this afternoon.

2. As you know, the meeting will go on for three days to hear the various statements and get the preliminary views of the Group of 77 on the revised submissions. There will then be a break so that the 77 can deliver the submissions in more detail and hold informal consultations; after which the Committee will resume again from 1 - 9 October.

3. I enclose the revised submissions of all the donors with the exception of the United States which is not yet ready. also enclose the text of the statement made by Kemmis on behalf of the United Kingdom at the meeting this morning.
