We have now confirmed with r Christofas's office in Brussels that we shall expect Ir ijzen at 10.30 a.m. on Thursday, 24 September 1970. The meeting will be in Ir Hughes's room.
We discussed the agenda briefly with Kr Hughes and Kr Bottomley and the points we had in mind wore as follows:

Recent developments in the USA with reference to the Trade Bill
For this item we can draw on the last letter from lir Ridley dated 16 September.

Next Four-Power Meeting in Geneva
This leads naturally from the first item but may also give us an opportunity to hear whether Ir Hijzen has any notion of and wishes to talk about the attack on the preferential arrangements which we are told the United States may mount at the GATT Council on the 29 September.

We would no doubt like to hear from r Hijzen about the progress at the EC's bilateral negotiations with the Japanese.
Generalised Preferences
We should start this by considering in very general terms with Hijzen the effect of the revised version now tabled in Geneva but could get on to the subject of beneficiaries with particular reference to the position of Hong Kong. ..e suspect that the ERC and the USA are both in a dilemma about Hong Kong and th. t each may be preparing to take the line that it will grant preferences to Hong Kong only if the other does. Our object must be to persuade Mr Hijzon that the Community should find some way of giving preferences to Hong Kong at least on certain products. We have been encouraged by members of the Commission to believe that this is indeed what they have proposed but that some member countries would like to see Hong Kong excluded altogether.
Eastern Europe
This item was suggested by Hughes and should cover tho question raised by the Community of the compatibility with the common commercial policy of agreements we are likely to negotiate with countries - particularly in Eastern Europe. I understand from Ir Bellamy that he is about to circulate a note on this subject and this may be sufficient background for the discussion with r Hijzen. Bearing in mind that those concerned will in any case be attending the meeting with ijzen.
