Generalised Preferences - Hong Kong

Mr. Royle, our Parliamentary Under Secretary, is visiting Japan and Hong Kong next month; he leaves for Tokyo on 6 October and will be in Hong Kong on 9 October. During these visits he wishes both to follow up with the Japanese our Secretary of State's message to Mr. Aichi and also - for political reasons - to inform the unofficial members of Exco and Legco of the action that he took while in Tokyo. The advice of our Far Eastern Department is that it would do no harm if the fact that Mr. Royle had made representations in Tokyo became publicly known and was reported in the Japanese press.

2. I enclose a draft brief for Mr. Royle accordingly and should be grateful for your comments as well as those of Laird and Crowson- by 30 September.
