I enclose a revised version of the draft brief for Mr. Royle which was enclosed with my letter to
Mr. Morris of 25 September. It now contains Board of Trade amendments which are largely self-explanatory. But briefly Board of Trade comments were as follows:
Para. 2(a)
Mr. Kemmis doubted whether Hong Kong was more vulnerable than say South Korea.
Para. 3(a)(iii)
The exclusion of textiles from the UK offer means that not all Hong Kong's preferences will disappear.
Para. 3(c)(iii)
Mr. Kemmis thought that the original draft gave the wrong impression that there would be an agreed and formalised safeguard system under the scheme.
