be given to the question of the continued inclusion in the scheme of beneficiaries who, by some criterion to be decided, have benefitted most from the scheme. This would probably include Hong Kong but possibly by then also Taiwan, S. Korea, Singapore and perhaps one cr two others. At that stage all those countries might be excluded which would not only -

(1) show that the scheme was dynamic but

developed.
