E.E.C. and the UNCTAD Preferences Scheme

You may remember that you consulted me personally on the 11th August about the possible exclusion of textiles from our Unctad Generalised Freferences offer; and I replied in my letter 6/5 of the 13th August.

When I talked to Dahrendorf on the evening of the 9th October (our telegram Codel 113) I also said to him that I very much hoped that he was not upset by our exclusion of textiles from our offer.

I am glad to say that he said that he was not in the least disturbed; and 1 have already made it my business to telephone Sigrist, his Director General, to make him aware of what Dahrendorf said.

May I leave it to you to give this letter any distribution in Whitehall which you consider appropriate.
