Tran thanked me for the information. explained that Dahrendorf had recently arranged for a full presentation of the Hong kong problem to be made to him and had reached a broadly favourable conclusion with regard to the desirability of including Hong Kong in the Community's UNCTAD preference scheme. Wellenstein too had given support when the matter had been discussed between the
various Directorates-General responsible. But, in the end, these efforts had not prevailed over the united opposition of the other parts of the Commission machine. The Directorate-General for Industry had been particularly negative. The conclusion of this exercise at the official level had thus been negative for Hong Kong. But Tran said he imagined that Dahrendorf might now seek to re-open the ques- tion and, if he did so, we could rely on the support of Wellenstein and, in D.G.I,of himself and Di Martino. Tran concluded that you had done well to draw the attention of Sigrist to the line taken by
Dahrendorf since Sigrist had been one of those most firmly opposed to the inclusion of Hong Kong in the UNCTAD preference offer.
