In closing the session, Ernst repeated his plea for pragmatism and said that an academic or legalistic approach would not be constructive. Dorward said that Hong Kong's attitude were far from being academic or legalistic and that the Hong Kong Government and the Hong Kong industry would not be easily convinced of the justification for a widespread extension of restraints to the whole E.E.C., whatever the limits proposed.
