We understand that Hong Kong have arranged to have discussions in London in late November about the line to be taken in the enlargement negotiations in regard to Hong Kong. This is referred to in Hong Kong telegram No. 712 of 14 October.

In CODEL Brussels telegram No. 118 of 15 October, paragraph 4, it is stated that we would be ready to discuss Hong Kong's future relations with the enlarged Community as soon as the Community was ready. It would perhaps be as well to try to defer this discussion until after the discussions with Hong Kong referred to above.
