We have been encouraged by Terfloth and by Moro, Italian Foreign Minister, whom I saw yesterday, to think that it may be worthwhile to suggest to Her Majesty's
Government that in discussing Hong Kong with the Six,
more emphasis might be put on the Europeans in Hong Kong
in both political and economic terms, and on the fact that
maintenance of this depends on the continued growth of
trade.
Terfloth indeed asked for any information we could
supply about the size and the value of the European stake -
business of the Banks, Air Lines, etc.
Please pass to the Governor and to Cowperthwaite.
