Hong Kong.

Mr. Dodds-Parker asks two questions about Hong Kong:-

Can we study the possibility of some Associated status

which would enable Ilong Kong

a. to associate with the E.E.C.?

allow a greater self representation in South East

Asia and other regions and activities in the world?

Association with E.E.C.

The E.E.C. have not agreed to association of Hong Kong under part 4 of the Treaty of Rome although they appear willing

to agree to association of Britain's other dependencies. There

does not seem to be any further action that can be taken in this

respect.

3. Greater self representation.

The delegation of authority to the Hong Kong Government

to conduct their own commercial relations with other countries

has been under consideration for more than a year. Further action

has been deferred until the possibility of discussions with

the U.S.A. in regard to restriction of imports into America of

Hong Kong made non-cotton textiles has been decided. The special

position of Hong Kong's relations with Communist China militates

against any further extension of Hong Kong's self representation.
