2. I should be grateful if you could record your views on Mr. Dodds-Parker's letter to Sir Frederic Bennett so that I can consider a reply to Mr. Royle during the week beginning 4 January. As I read the letter the reference to some associated status" means a status in association with the United Kingdom; I do not myself think this is a starter. The two important things for Hong Kong in our negotiations with the EEC are (i) benefits for the Colony under the Generalized Preferences Scheme and (ii) as long a period as possible before the full common external tariff takes effect. As to (b) Hong Kong is already an independent member of the Asian Development Bank and also ECAFE. It would perhaps be helpful to give Mr. Royle a full list of the international organisations on which Hong Kong is rep- resented, either under our wing or in any other capacity. There is also of course the question of the delegation of authority in commercial affairs to which Mr. Kinnear has referred.
