You spoke about Hong Kong Telegram No. 90, and said that we were not happy about the suggestion contained in paragraph 3 of that telestan. It seems to us that in this particular case it wolila be sufficient to repeat UMMI Geneva Telegram No.' to liong mong and UNDEL Brussels Telegram No. 22 to FCO to Bonn. In general we should avoid getting into a position whore it might seem that we were inter- vening between the Commission and Community llember Governments.

FCO telegram No. 02 to Hong Kong seems to us to strike the right note.
