We should be grateful if you would act on
the request Hong Kong makes in para. 2 of their
telegram and distribute copies of Jones Memorandum
No. 16/70 for defensive use as the correct record
of EEC/Hong Kong cotton textile talks at Brussels
on 26 January, in the event that Hong Kong's
position continues to be misunderstood or mis-
represented in the community. No doubt your
note explaining the circumstances will emphasise
our concern, expressed in para. 2 of our telegram No. 82 to Hong Kong, that nothing should be done
to the possible prejudice of useful contact
with Commission Officials.
We agree that there would be some advantage
if UKDEL could ensure that Ernst has now got
the Hong Kong position straight, particularly
