Ernst noted these points and said that he was hopeful that in eventual negotiations some mutually acceptable agreement could be reached. Dorward said that subject to a clear indication that the E.E.C. could see its way to a satisfactory resolution of the problems relating to coverage, growth rates and base figures, such resolution being in accordance with the terms of the C.T.A. Hong Kong could agree in principle to open negotiations in due course, and following the realisation of the hypothesis regarding the C.T.A. extension, with a view to concluding an Article 4 agree- ment with the Community as a whole.

Ernst said that the next move must obviously await the outcome of the pending meeting of the C.T.C. in Geneva. He said the Commission had a very heavy schedule of discussions over the following few weeks, including talks with India, Pakistan, Korea and possibly the U.A.R. Although he did not close his mind to the possibility of the C.T.C. meeting during the last week of April, he felt that the Community would not really be ready for a meeting before the second half of May. He suggested the week before Whitsun but, when Jones pointed out that this coincided with the meeting of the 0.E.C.D. Trade Committee, he readily agreed that the C.T.C. would need to be after Whitsun, from 19th May onwards. He made it clear, however, that in his view June would be too late.
