The Hong Kong Chinese Civil Servants Association have submitted

a Petition to The Queen on the subject of equal pay for women

employees of the Hong Kong Government.

Recommendation

The Governor has recommended that The Queen be advised that

there is no reason for intervention in this matter. I support

that recommendation. A draft saving despatch to the Governor is

attached together with the draft of a letter to go to the Palace.

Background

The Hong Kong Chinese Civil Servants Association is one of

the three main Staff Associations in the Colony, the other two

being the Association of European Civil Servants and the Senior

Non-Expatriate Officers Association. It is represented on the

Senior Civil Service Council which was set up in 1968 with the

object of securing the greatest measure of co-operation between

the Government, in its capacity as employer, and the general body

of Civil Servants in matters affecting the Civil Service.

In 1966 the Hong Kong Government accepted in principle that

where men and women in the public service were doing identical

work, or similar work of virtually equal value, both should be
