about the Hong Kong Aircraft Engineering Company.
had our meeting with Clive Jenkins on 5 May as arranged,
and am enclosing two copies of a note on what was
said. I am also enclosing copies of an exchange of
letters between Mr. Becker and Mr. Wakeford. These
were given to us by Jenkins.
As you will see, Jenkins fully recognises that a
trade dispute over this affair could have serious
consequences for us all. At the same time, he has a
reputation for toughness and I am sure you will agree
that we should seek to avoid an open clash between
the Company and the new Union over the question of
recognition. We hope that Jenkins' further approach
to the General Manager will lead the Company to
reconsider their decision on this; but if this fails
I trust that the Commissioner of Labour will be able
to bring the two sides together. (
(Incidentally we
here could have a word with John Keswick at the
appropriate moment if you think that would help.)
You will also see from the record that Jenkins
raised the questions of equal pay for the Unions'
Chinese and expatriate members. Is this likely to
raise a question of general application? I should
be interested to know, for example, what the
situation is in commercial firms employing expatriates.
Do they pay expatriates on different scales, or
