Dear Mr Foggon,
I am rather unhappy about the deteriorating situation in Hong Kong and I am enclosing in strictest confidence, a copy of a letter which I have received from our Branch Secretary there, and also photostats of copy correspondence he has sent to me.
I think this is all self-explanatory and to put the matter bluntly the Hong Kong Government's represent- ative seem not to be totally seized of the present problem.
I had a long talk with Mr Gibson before he left and he was going to use his good offices in talking to our Branch Secretary and the Commissioner of Labour. you think you could apply such pressure as seems appropriate to help solve the problem?
