I have tried to get in touch with you by telephone since my return from the International Labour Conference in Geneva but without success and would welcome a chance to have a talk with you about the latest position reached in regard to the affairs of your Branch in Hong Kong.

2. I am, of course, as unhappy as you are about the letter which we agreed should be sent to the Hong Kong Government which was delayed and did not arrive until after your Representative, Mr. Becker, went round to see the Commissioner of Labour on 26 May. As I explained on the telephone the delay arose out of a desire to give extra weight to the communication by having it signed by a Minister. The amouncement of a General Election overtook the letter after it had been put into the machine but this alone would not have been fatal had the letter not, apparently, also just failed to connect with one of our Confidential diplomatic bags to Hong Kong.

3. I have seen Mr. Gibson who has told me of your preliminary reactions to the latest turn of events and I would' welcome the opportunity to come round and talk about it if a convenient time could be fixed.
