Machinery for Staff Consultation in tha
Public Service
This circular deals with the machinery for staff consultation in the Public Service, with particuler reference to central consultation in connection with changes in conditions of service and the adjustment. of salaries and allowances. It should be read by all officers.
The purpose of this circular is to notify decisions on the establishment of machinery for staff consultation in the Public Service, with particular reference to central consultation in connection with changes in conditions of service and the adjustment of salaries and allowances.

With the advice of Executive Council and the agreement of the Finance Committee, an Agreement has been concluded with the three main Staff Associations (the Hong Kong Chinese Civil Servants Association, the Association of European Civil Servants and the Senior Non-Expatriate Officers Association). A copy of this Agreement is attached to this circular at Appendix A. The Agreement provides for the setting up of consultative machinery and for reference of certain disputed matters to an independent Committee of Inquiry, subject to certain conditions and limitations.

In particular, the Agreement covers the following matters:-
The Government undertakes not to make any considerable change in conditions of service which affects a substantial part of the Service as a whole, or of the members of one or more wain Staff Associations, without prior consultation with the appropriate Associations or Association.
A Senior Civil Service Council will be set up with the constitution contained in Appendix A to the Agreement. The Chairman of the Council will be the Deputy Coloniel Secretary and its members will consist both of representatives of the Staff Associations and of Officials. The functions of the Council are broad and it has the dual object of improving the efficiency of the Public Service and securing the well-being of those employed.
(c) The Government undertakes to adhere to any agreement which
has been reached between the Official and Staff Sides of the Council, subject to any decision thereon of the Governor in Council and/or the Legislative Council or the Finance· Committee thereof whenever the Governor considers that reference to any of these bodies is necessary.
