A new Industrial Relations Bill now in the pipeline in

Hong Kong will clearly needto consider what statutory con-

with ciliation and arbitration procedures are necessary to deal

industrial disputes, including recognition issues; though

one complication will continue to be the devision of Hong

Kong trade unions along political lines and the dangers of

recognising Communist-led unions. (Para.5)

Though the Hong Kong branch of the ASTMS is denied full

recognition by the HAECO as a bargaining agent for wages,

could not the union be encouraged to seize the more limited

opportunities for consultation over other working condi-

tions which the management appears willing to offer ?

(Para.6)

Representations regarding changes currently under considera-

tion by the Hong Kong Government in regard to the Trades

Union Ordinance, have been made by the TUC at a recent

meeting of the Overseas Labour Consultative Committee.

A meeting between officials of the TUC and FCO is being

arranged to go into the problem in detail.
