The peaceful picketing of houses should continue to be permitted. If this right is removed then it must be made clear to the Hong Kong Government (and instructions passed on to the police) that every opportunity must be given for peaceful picketing at the place of work.
We must clearly await the TUC letter, which I believe will be addressed to a Minister. I have quoted Miss Nicholson at length merely to indicate that the latest changes agreed by the Hong Kong Government do not satisfy the TUC. In these circumstances, it is recommended that the Hong Kong Government should be advised that the TUC is proposing to put forward further comments to HMG and that we would wish to know what these are and be given a chance of dealing with them before the Bill is published in Hong Kong.
