When you came to see me on 3 November to discuss the points raised by Mr. England about the Hong Kong Trade Union Registration (Amendment) Bill I undertook to let you have a draft letter to Mr. England setting out the position.
I am sorry to have taken so long to carry out my promise but I was anxious that we should have cleared up all the major points in dispute about the Bill before writing to you again.
I now enclose a draft letter which you may wish to send to Mr. England.
