As promised I attach a draft despatch to Hong Kong on the subject of the Trade Union Registration (Amendment) Bill. I must emphasise that this is very much my own first draft, and as such may well be subject to very substanti changes. You will note that I have included
-the reference to the problems of trade union development (your minute of 2nd December 1969), but I do not know whether this will be included in the final despatch or not.
