Trade Union Registration (Amendment) Bill

the above draft Bill before reference was made

to the Labour Advisory Board, the UMELCO Labour

Group, and other interested bodies. Before commenting

on the detailed provisions of the Bill I will

refer to the position regarding the relevent

ILO Conventions, as I now understand it.

It is noted that Convention No. 84 will

continue to be fully applied under the new Bill,

but that Convention No. 87, also dealing with

Freedom of Association, will continue to be applied

only with declared modifications in respect of

Articles 3,5 and 6 of the Convention. Convention

No. 98, which is concerned with the right to

bargain collectively, has not been applied and

it is understood that the Hong Kong Government
