I am writing on behalf of my colleague John Rear, and myself, to draw your attention to the enclosed Memorandum.
It is our sincere and considered opinion that the proposed amendments to the Hong Kong Tade Union Registration Ordinance are not in the best interests of Hong Kong. We have set out in the enclosed Memorandum, and the articles attached thereto, the reasons for this opinion.
We have had discussions here with the Commissioner of Labour, and with unofficial members of the Legislative Council. Copies of the Memorandum are being sent also to interested parties in Britain, including Mr. Victor Feather.
Presumably the proposed amendments have been submitted to you for approval. In the light of the arguments in the attached Memorandum, we strongly urge that Her Majesty's Government should reconsider the advisability of allowing the amendments to become
law.
