The Rt. Hon. Sir Alec Douglas-Home, M.P.,

Secretary of State for Foreign

and Commonwealth Affairs

Foreign and Commonwealth Office, Downing Street,

London,

S.W.1.

Dear Sir Alec,

Hong Kong

We have received information from Hong Kong that a Bill to amend the Trade Union Registration Ordinance may be introduced into the Legislative Council in October or November.

A preliminary study of the proposed amendments suggests that some of them may prove to be unduly restrictive, and I am writing to express the hope that no action will be taken to commit the Government of Hong Kong before there has been time for proper study and discussion of these proposals.

I will be reporting this matter to the General Council and will write to you again as soon as possible.

Yours sincerely,

Victor Leather

General Secretary
