I think you should see Mr. Eaton's minute of 29 September before Mr. Royle's meeting at 10.30 tomorrow (1 October). It is clear from Mr. Eaton's opinion that the inclusion in Clause 17(3) of the expression 'offences against public order' makes the potential offences too ill-defined and will necessitate re- drafting. I was told by Mr. Gibson last week that ten trade unionists who took part in picketing at the Great Eastern Textile Company were found guilty and bound over in respect of an incident at which Mr. Gibson was present. It looks on the face of it as though this conviction, although without penalty, could debar those concerned from election or appointment as trade union officers.
