The Hong Kong Labour Advisory Board meets tomorrow, 15 October, and I think it would be helpful to all concerned if our doubts about Clause 12(c) could be conveyed to the Hong Kong Government in time to be taken into consideration at that meeting.
2. I have placed under a draft telegram based on paragraph 2 of the Legal Adviser's minute of 14 Octo- ber. (There is a further point in paragraph 3 which we shall need to look at but there is no time before the telegram must issue. It is a point we can pick up later).
