Mr. Eaton,
With reference to your minute of 19 October, I should like to confirm with you that as regards the proposed further amendment in Clause 12(c) it is intended that the reference to a two year term of imprisonment is to apply only to any offence involving violence. This distinction seems to be out of harmony with the view expressed in the final sentence of paragraph 3 of your minute of 14 October.
