Mr. Harold Gibson has heard from demi-official sources that at a meeting of the Labour Advisory Board on 15 October the following general conclusions were reached on the Bill:-

The entire Clause on temporary unions will be dropped by the Commissioner of Labour.
Either (1) To delete the words "or any offence involving violence or against public order",
Or
(2) To define what is violence against public order.
Either (1) To retain the original section 46 of the Trade Union Registration Ordinance
Or
(2) To further amend the proposed Clause to permit picketing outside the residence of an employer whose premises are used as work-place cum residence or where the employer has no permanent office as in the case of construction work.
To drop the entire new paragraph (f) which says "blocks or causes an obstruction in any street or road".
During the meeting, representatives of workers and employers urge the Commissioner of Labour to revise the wordings on peaceful picketing so as to make them easily understood by the workers.
This does not exactly tie up with what we were told in Hong Kong telegram No.725 of 17 October but we should be able to check all this when the definitive copy of the Bill reaches us. I hope, however, that there will be no divergence between what the Trade Union members of the LAB thought was agreed and what the Labour Commissioner thought was agreed or we shall have a new controversy.
