Dear Mr.Buiter,

When I say you on 12 Novembor we spoke about the resolution passed at the 32nd meeting of the Executive Board of the 1.0.7.2.U. Asian Regional Organisation. Ag you will know the resolution sets out the Regional Organisation's views on the proposed legislation in the field of labour relations.

As I explained to you at our meeting the proposed logislation has been placed before the Labour Advisory Board in Hong Kong, and it is our understanding that the Hong Kong T.U.C. will have had a full opportunity of expressing any criticisms which they might have on the proposals. I also confiraod that the "right to strike" is not in any way affected and that so far as picketing is concerned the proposed law follors closely that of the United Kingdon with the exception that the right- to nicket a person's home is removed and that the law makes clear that obstruction is an offence when picketing.

I was pleased to note that you expressed your satisfaction that I had seen fit to acquaint you with tho U.K.Government's position, and that you were also avare that the British T.U.C. was interested in the situation. You will now that if I can provide any further information I shall be happy to do so. In the meantime we shall avait your deliberations, which, I understand, you expect to take place at the forthcoming Executive Josrd of your Or ́anisation.

Yours sincerely,

J.B.VIGORS
