Is the Special Branch assessment accepted by the Hong Kong Government?

If so, what are the immediate prospects for the right- wing unions?

Is there any help which the Hong Kong Government could giv by way, for example, of publicity for right-wing union representations or their work on the Labour Advisory Board, which might improve their public image?

Has joint consultation made any impact on the local industrial scene since after almost two years of work on the part of the Department of Labour it seems, according to the Special Branch Report (para.17) that "the communist unions are often the only effective channel for workers to submit grievances to managements since workers have no one else to whom they can turn"?
