In the 14 months that remain to the time of your expected retirement, you have a great opportunity to take such action that would have your name respected and honoured for all time among the workers of Hong Kong.
So far as I am personally concerned, retirement is some very long three years away, but I still long for the day when the constant excuses for Hong Kong will no longer be necessary. I am still optimistic enough to hope that before
I lay down the reins of my office, the workers in Hong Kong will have good reason to be proud of British rule in the colony.
