Elaborating their concern about
economic and social issues, the trade
union officials in the meeting on 17
March spoke particularly of their anxiety
that conditions in factories should
be more stringently controlled. They
felt the law was inadequately enforced,
and they thought there were reasons
for believing that employers had excessive
influence over matters which should
rest with the Department of Labour.
