A reduction in the permitted hours of work would
normally result in more overtime being worked. It was
doubtless for this reason that permitted annual overtime
has been increased annually as hours of work go down.

Since we cannot press for a reduction in overtime before the end of the transitional period on 1 June, 1971, I agree with Mr Murray's suggestion that the Factory Inspec-
torate Team from DEP might be briefed to refer to the
matter during their visit to Hong Kong so that the Commis-
sioner of Labour is aware of our continuing interest.
that, when the penultimate reduction in working hours is
made in December, 1970, we should then take the matter up
with Hong Kong, provided that the figures at that time do
not show a decline in hours of overtime worked.
