It is interesting that five textile factories are now operating night-- work schemes for women with a further six having bean approved. I look forward to
your assessment of there Schences when it is possible to provide this. The reference in my letter of 6 May tó low cost imports should really have been to low cost exports. It was the effect on the workers' pay in Hong Kong with which the trade unionists were concerned and I do not think that they wish to reduce the competition from Hong Kong in export marketi by endeavouring to increase the cost of production
