Mr. Foggon, who is away at a Conference, has asked
me to write to you about briefing Mr. Royle for the
meeting with Messrs. Gibson and Jenkins, provisionally

arranged for 29 September.
It seems likely that the matters to be brought up
at this meeting are
(1)
The establishment of effective free trade
unions in Hong Kong.
(2) Recognition of trade unions for bargaining
purposes.
(3) Night work for women.
On these subjects Mr. Foggon thinks that briefing
should include the following points.

Hong Kong.
(b) Recent improvements in the numbers of organis-

Proposals for Labour Courts and Industrial
