The department had also supported all moves to dovolop modern staff

managomont techniques by encouraging the appointment of trained officers

in establishments of a reasonable size, and the introduction of precise

writton torms of service to roduco, as much as possible, the risks of

misunderstandings to which verbal contracts could give rise.

Officers of the Labour Relations Servico had successfully conciliatod

about three quartors of the cases brought to thom, and whon the labour

court was established it is intended the Service and the court should work

in close association.

On the employment of children and young people in industry,

Mr. Hetherington said there was no law prohibiting thair employment, and such

legislation as had been enacted was solectivo and designed to protect them

from particular physical or moral dangers.

Selected Work In Factories

He could not accopt a suggestion that children of 13 be allowed

to do selected work in factories.

The Department had boon notified of 28 accidents to children undor

14 illegally employed in industrial undertakings so far this year, and 1,761

occupational accidents to young persons aged 14 to 17 in the first nine months

of this year.

He intended to continue the prosent policy to prosecuto in every

case where children wore found to be employed illegally in factories and to

give young porsons the protection which the law afforded.
